Does it matter what chain size you have for a free wheel?

What stand over height for a bike would fit me?

I am 6' 4'' and I'm considering buying a bike with a 32.5'' stand over height. Would this be the right fit for me? My inseam for pants is 34 (as in 34x34). please help!
